Mistake switches winner, loser in Mangonia runoff

In a county where the casting and counting of votes has been an emotionally charged issue since the 2000 butterfly ballot, Palm Beach County elections officials say a low-tech blunder led them to report the wrong winner in a Mangonia Park runoff election Tuesday night.
